What happens when Scalar is turned on and not tuned? Does it reset to 8.0 Mhz during a power outage? Is it pumping out dangerous levels of EMF radiation?

Actually, when not tuned, the transmitter will be just an RF broadcaster.
The output is EMF, but not harmful per se. It may not do one well if they are EMF sensitive, nor would I suggest you leave it in that state for extended periods of time.
The receiver may or may not be generating a smaller EMF-based RF field, depends on how 8 MHz responds and distance between the boxes is a major factor.
Without the reflection wave being tuned, there is no field cancellation, therefore there is no scalar field.
Therefore, there is no transformation of the energy.
If you refer to scalar waves, please at least know how they are made. This is not magic, nor is it instantly scalar just because the box has those words on it.
