Is the RF frequency from a scalar unit the same type of RF Frequency that comes off a cell phone?

When that RF is transformed into a scalar field, it no longer exhibits the same properties.
It is much like a lightbulb vs a laser. The light from a laser is coherent and behaves differently than the light from a lightbulb which is incoherent.
Yes, there will be a small amount of residual EMF off each of the boxes, but the field drops off quickly following the standard inverse square law.
As long as you are not within 1.5 feet of the box, you are outside of any real EMF source.
As for you, I can not tell you how you will respond. If you are in the field, you will become resonant with the field and you will emit RF.

As for the question if it is the same as a cell phone, yes and no.
Cell phones use microwave range frequencies. This is well below that frequency range.
They are well below the RF you are already always surrounded by the numerous radio broadcasting towers which transmit their radio programs in the 88.0 MHz to 108.0 MHz range (FM).
This is 8 MHz and below.
Everything is a frequency even sound and light.
RF is simply a designation for frequencies that fall in a specific range.
